After the management cluster has been boostrapped (see `bootstrap` directory), the following steps are:

(From the `infra/clusters/management` directory)

1. `./scripts/generate-tf-backend-config.sh`
2. `terraform init -backend-config=backend.tfvars -reconfigure`
3. `terraform apply`
